Victor Valley College
RAMSPROMISE PROGRAM (RPP)
POLICY AND PROCEDURES

Overview

The California College Promise program provides community colleges with funds to waive some or all enrollment/tuition fees (not including out of state tuition, parking, books, or materials for courses) for a significant subset of students (i.e., first-time, full-time students who complete a financial aid application and qualify for the Promise Grant). VVC has chosen to expand the program to include first-time students attending less than full-time, students not eligible for the California Promise Grant and covering the $23 student fees for their first two years of school at VVC.  The RamsPromise will cover fall and spring semesters and winter session.

Eligibility Requirements:

  1. Students must be first-time college students and cannot not have attended VVC or any other institution as a college student after graduating from high school or its equivalent.
  2. Students must be California residents for tuition-paying purposes, as determined by the Admissions & Records Office at VVC.
  3. Students must complete a Free Application for Federal Student Aid (FAFSA) or a California Dream Act Application (CADAA) no later than the add/drop deadline for a term.

    • The FAFSA or CADAA application must be considered valid (not considered invalid or rejected) by the Department of Education or California Student Aid Commission (CSAC).

RamsPromise Program Requirements:

2 Year Commitment: The RamsPromise Program is designed to assist our first time student through their first two years of school at VVC. If a student is not full-time each term and would need greater than two years to complete their program, the RamsPromise Program will cease after the first two years from the date the student began attending at VVC.

Ongoing Eligibility: Eligible students who receive the RamsPromise Program funding must maintain the following requirements in order to continue to receive any funding in subsequent terms:

  1. Achieve a minimum of 2.0 cumulative grade point average (GPA)
  2. Remain in good academic standing at VVC

Students who do not meet ongoing eligibility requirements may lose their ability to receive RPP funding in subsequent terms and/or may lose funding prior to the end of the 2 year commitment.

RamsPromise Program Award Amounts and Structure:

First-time, FULL-TIME (12 or more units) students:

  • Enrollment/tuition fee waiver for enrolled units in Fall, Winter/Spring (combined).
  • Student fees allotment of up to $23 in Fall, Winter/Spring (combined).
  • First-time, LESS THAN full-time (11.99 or fewer units) students:
  • Enrollment/tuition fee allotment of $500 for enrolled units in Fall, Winter/Spring (combined).
  • Student fees allotment of up to $23 in Fall, Winter/Spring (combined).

Please note: Award distributions listed above will be based on the number of units the student is enrolled in as of the 30th day of the term. If courses are added after this date, they will not be included in the enrollment level calculation of units enrolled. If the student drops courses after the 30 days and the number of units enrolled falls into another award category, no adjustment will be made in that term. However, this could affect the student’s eligibility for the funds in future terms. Awards will be applied 30 days after the start of the term, and a student may see charges on his/her student account until then.

RamsPromise Program Process:

Step 1: Students with eligibility for this program will either be identified by Victor Valley College (VVC) using data collected by the CCCApply application, or through a student self-identifying as a first-time, full-time student with the Office of Financial Aid. VVC must be able to verify that the student has not attended any prior institutions and meets the requirements for the RPP.

Step 2:
Once eligibility is verified, awards will be placed onto a student’s financial aid award screen by the Office of Financial Aid based on the student’s enrollment level at 30 days into the term:

Note:

For purposes of the enrollment/tuition fee waiver, enrollment for both Winter and Spring are combined. For example, if a student is enrolled in 6 units for Winter and 6 units for Spring, this is considered a total of 12 units and the student is considered full-time.

Distribution of funds to Part-Time students

  • The ENROLLMENT/TUITION FEE allotments will be placed on the student award screen and will be refunded to students using the BankMobile refund process.
    • If a student drops or withdraws from a course(s) after a refund has been issued, VVC will not request any funds back but may not fund the student in future terms.
    • If a student has not yet paid their enrollment/tuition fees, it is expected that the student use these refunded monies to pay off any outstanding charges.
      • If the student has a balance at the end of a term because the refund was not used to pay for enrollment/tuition fees the student may have a hold placed on their student record and prevented from registering at VVC in future semesters until the balance is paid in full.

IMPORTANT: If a student does not select a refund preference and a paper check is mailed to the student from BankMobile for the enrollment/tuition fee allotment, and the check is not cashed, any funds returned to VVC from BankMobile will be returned to the RamsPromise Program and will no longer be available to the student. VVC will not make efforts to notify students about BankMobile and selecting a refund preference after the initial email sent to their VVC student email account.

  • The STUDENT FEES allotment will be placed on the student award screen and will be refunded to students using the BankMobile refund process.
    • If a student drops or withdraws from a course(s) after a refund has been issued, VVC will not request any funds back but may not fund the student in future terms.
    • If a student has not yet paid their student fees, it is expected that the student use these refunded monies to pay off any outstanding charges for fees.
      • If the student has a balance at the end of a term because the refund was not used to pay for student fees the student may have a hold placed on their student record and prevented from registering at VVC in future semesters until the balance is paid in full.
    • If the student has already paid student fees at the time of the allotment, then the funds can be used to reimburse the student.
  • For purposes of the allotment for enrollment/tuition fees, enrollment for both Winter and Spring are combined. For example, if a student is enrolled in 6 units for Winter and 6 units for Spring, this is considered a total of 12 units and the student is considered full-time

IMPORTANT: If a student does not select a refund preference and a paper check is mailed to the student from BankMobile for student fees, and the check is not cashed, any funds returned to VVC from BankMobile will be returned to the Rams Promise Program and will no longer be available to the student. VVC will not make efforts to notify students about BankMobile and selecting a refund preference after the initial email sent to their VVC student email account.

*Enrollment/Tuition fees refers to the in-state charges for taking a course at VVC. It does not refer to material fees or books or supply costs for a course, or out of state tuition costs.
